1. FOUNDERS AND ORGANIZERS OF FESTIVAL-COMPETITION

2. THE PURPOSES AND FESTIVAL-COMPETITION PROBLEMS
- Realization of the target program «Uniform cultural space of Russia – revival of a psaltery», as the factor of strengthening of statehood of Russia through uniform musical language multistring безгрифных tools of the people of the Russian Federation;
- Realization of the target program of ethnocultural education «the Live heritage» Krasnogorsky municipal area in culture sphere;
- The Renaissance гусельного исполнительства as one of the major factors of development and propagation of Russian culture and cultural wealth of Russian people;
- Cultural heritage preservation, development and popularization of culture of the people of Russia;
- Encouragement of initiatives of youth in sphere of culture, creation of conditions for development of new ideas in folk art, popularization of youth creativity;
- Assistance взаимообогащению performing schools, to strengthening of the international cultural contact;
- Revealing and support of talented executors and collectives, development of creativity of young executors, perfection of their professional skill, increase of performing culture;
- Awakening of interest of executors, listeners, the wide public to sources of national musical culture and maintenance of continuity of style and performing traditions;
- Strengthening of creative communications between the educational, youth and professional collectives propagandizing traditional musical art;
- Formation of tolerance and culture of international dialogue by means of national traditions and musical culture of the people of various regions.
3. PARTICIPATION IN FESTIVAL-COMPETITION
Professional and amateur singing, tool, vokalno-tool creative collectives and the soloists working in a genre of a folk music, and the master of national crafts take part in festival-competition without restriction of age of participants.
Age categories are defined by following order:
I – till 12 years; II – from 13 till 15 years; III – from 16 till 25 years; IV from 25 years also is more senior. III – от 16 до 25 лет; IV от 25 лет и старше.
Listenings of the program of participants pass on concert scenes and interactive platforms for game and ceremonial forms of traditional folklore.
The competitive program of musical collective should contain the various products most full reflecting creative individuality of collective. Duration of performance on a concert scene no more than 10 minutes, on a platform for game and ceremonial programs not less than 30 minutes. The platform ornament own scenery, products of arts and crafts creativity, expositions about collective creativity Is authorized. Разрешается украшение площадки собственными декорациями, изделиями декоративно-прикладного творчества, экспозициями о творчестве коллектива.
The competitive program of the soloist should contain the various products most full reflecting creative individuality of the executor. Duration of performance of the soloist on a concert scene no more than 10 minutes, on a platform for game and ceremonial programs of 15-30 minutes. Performances of soloists can be included in the program of collectives. Выступления солистов могут быть включены в программу коллективов.
The exhibition of masters of national crafts should contain the exhibits most full reflecting creative individuality of the participant and stylistics of the presented national craft.
4. TERMS AND THE ORDER OF CARRYING OUT OF FESTIVAL-COMPETITION
AND GIVINGS OF DEMANDS
The festival-competition is spent on June, 12-13th, 2012 in a city a Krasnogorsk, Moscow Region.
For participation in festival-competition it is necessary to give till May, 1st, 2012 the demand, in electronic form or filled with printing letters on the sample (the Appendix № 1 to the present position) and two photos on a glossy paper in the size 13Х18 (for ensembles – the general).
The candidates admitted to participation in festival-competition, are notified and invited to participation in festival Organizing committee.
The list of hotels recommended by Organizing committee for independent booking is sent to participants with the letter-invitation.
From the remote regions it is desirable for collectives to arrive and take place in hotel the day before – on June, 11th, 2012.
Registration of participants of festival from 08.00 till 10.00 o'clock on June, 12th, 2012 to the address: a city a Krasnogorsk, Lenin's street д.3, a recreation center "Moscow suburbs".
5. ORGANIZING COMMITTEE AND FESTIVAL-COMPETITION JURY
The general management of festival-competition is assigned to Organizing committee which carries out organizational work on preparation and festival carrying out.
For an estimation of competitive programs of participants of festival the jury which structure includes outstanding figures of arts of the Russian Federation and foreign countries is formed.
6. FINANCIAL CONDITIONS
The decision of the basic financial questions are assigned to organizers of festival-competition, with attraction of means from legal and physical persons, sponsor's and other help.
Cost of transportation and residing of participants are paid at the expense of the directing party.
For participants of festival-competition the target payment (accreditation of the participant) is established. The accreditation sum:
- Musical collectives: 300 roubles from the person;
- Soloists: 1000 roubles;
- Masters of national crafts: 1000 roubles.
The soloists participating in collective as pay a payment for participation in the second nomination and are listened within the limits of collective performance.
From culture establishments of Krasnogorsky municipal area the target payment isn't raised from participants.
Accreditation isn't raised from participants from among the refugees, the compelled immigrants and invalids.
7. SUMMARIZING AND ENCOURAGEMENT
WINNERS OF FESTIVAL-COMPETITION
All participants of festival-competition are awarded by diplomas of IV Open festival-competition of folk art «Keepers of a heritage of Russia».
Costly presents, souvenirs and diplomas with award of a rank of the Winner of the All-Russia competition are handed over to winners of festival-competition.
The jury has the right: to award not all awards, to divide places of winners between executors, to award Diplomas in special nominations of jury, for example – the best leader, the best executor of separate products, to award special prizes, to give out letters of thanks and festival reading and writing for assistance in its organization and carrying out.
